चंद्रपूर : सन 2022 -23 मध्ये चंद्रपुर जिल्ह्यातील एकूण 40 रेतीघाटाचा लिलाव माहे ऑक्टोबर 2022 मध्ये करण्यात आला होता. उक्त 40 रेतीघाटापैकी 38 रेतीघाटाचा यशस्वीरित्या लिलाव होऊन सर्व रेतीघाटाचा करारनामा करून सदर रेतीघाट संबधित लिलावधारकांचा ताब्यात देण्यात आला. रेतीघाटांना राज्यस्तरीय पर्यावरण आघात मुल्याकंन समितीने 28 फेब्रुवारी 2023 पर्यंत पर्यावरण मान्यता दिली होती. त्यामुळे जिल्हा प्रशासनाने पर्यावरण मान्यतेच्या पुर्ण प्रमाणीकरण ( Environment Clearance Extension) करिता राज्यस्तरीय पर्यावरण समितीकडे अर्ज सादर केला व समितीने त्यावर पर्यावरण मान्यता पुर्नप्रमाणीकरण करून वाढीव मुदत 30 सप्टेंबर 2023 पर्यत देण्याबाबतचा आदेश दिला.-Auction of A Kun 40 Retighat in Chandrapur District in 2022-23 will be held in October 2022 . was done Out of the said 40 retighats, 38 retighats were successfully auctioned and all the retighats were handed over to the auctioneers without signing the agreement . Retighata was given environmental approval till 28 February 2023 by the State Level Environmental Impact Assessment Committee . Therefore The district administration has submitted an application to the state level environment committee for full certification of environment clearance (Environment Clearance Extension) and the committee has extended the deadline to 30 September 2023 without re -certifying the environment clearance. An order was given to pay the amount .
लिलावात गेलेल्या 38 रेतीघाट धारकांना पर्यावरण मान्यताची पुढील मुदतवाढीचा लेखी आदेश प्राप्त होईपर्यत उत्खनन बंद ठेवण्याबाबत जिल्हाधिकारी कार्यालयाकडून लेखी आदेश 27 फेब्रुवारी 2023 रोजी निर्गमीत करण्यात आले होते. तथापी काही लिलावधारकांनी कमी कालावधी मिळत असल्याने लिलावातील रक्कम परत करणेबाबत मा. उच्च न्यायालय, खंडपीठ नागपुर यांच्याकडे याचिका दाखल केली. राज्य पर्यावरण प्राधिकरणने पर्यावरण मान्यताची मुदत 30 सप्टेंबर 2023 पर्यत वाढवून दिल्यानंतर उत्खनन चा कालावधी 10 जुन 2023 पर्यत लिलावधारकांना देण्यात आला होता व साठा केलेल्या रेतीडेपोमधून विक्रीची परवानगी 30 सप्टेंबर 2023 पर्यत देण्यात आली होती. यानंतर नंतर रेतीडेपो मधून विक्री करण्यास मनाई करण्यात आली होती व त्या अनुषंगाने पत्र निर्गमीत करण्यात आल.
लिलावात गेलेल्या 38 रेतीडेपो मधून 24 रेतीडेपो मध्ये रेतीसाठा शिल्लक असल्याची माहिती सादर करून लिलावधारकांनी शासनाचे वाळु / रेती निर्गती धोरण दि. 28 जानेवारी 2022 मधील प्रकरण सहा परिच्छेद II उपपरिच्छेद (क)नुसार रेतीडेपो मधून रेतीविक्रीची परवानगी मिळण्याबाबत जिल्हाधिकारी कार्यालयाकडे वितरक परवाना करिता अर्ज सादर केले. सन 2023 -24 मध्ये पर्यावरण मान्यता करिता सादर केलेले रेतीघाटाचा प्रस्तावास होत असलेला कालावधी विचारात घेऊन व 30 सप्टेंबर 2023 पासून स्थानिक लोकांना घरबांधकाम / शासकीय बांधकाम व खाजगी कामाकरीता रेती उपलब्ध होण्याच्या दृष्टीने रेतीडेपो मध्ये असलेल्या शिल्लक साठा विक्री करण्यास जिल्हा प्रशासनाने 31 डिसेंबर 2023 पर्यत मुदत दिली आहे. सदर निर्णय हे लोकांना रेती उपलब्ध व्हावा व लिलावधारकांनी संपूर्ण लिलावाची रक्कम भरून प्राप्त केलेली रेती नैसर्गिक न्यायतत्वानुसार विक्री करण्याकरीता प्राप्त व्हावी, याकरीता देण्यात आली आहे व यामध्ये कुठेही अनियमितता झालेली नाही, In 38 sand depots which went to auction , the auctioneers submitted the information about the remaining sand stock in 24 sand depots according to the government’s sand / sand release policy . An application for a distributor license was submitted to the collector’s office for permission to sell smokeless sand in the sand depot . Taking into consideration the duration of the Sand Ghat submitted for environmental clearance in the year 2023-24 and after September 30, 2023 , the district administration has set a deadline of December 31 , 2023 to sell the remaining stock in the Sand Depot for making sand available to the local people for house construction / government construction and private works. is given District Mining Officer Suresh Naitam has informed that this decision has been given to make the sand available to the people and the sand which has not been paid by the auctioneers can be sold according to the principles of natural justice and there has been no irregularity anywhere .असे जिल्हा खनीकर्म अधिकारी सुरेश नैताम यांनी कळविले आहे.
