दक्षिण मुंबई में बेस्ट (विद्युत वितरण कंपनी) ने स्मार्ट बिजली मीटर लगाने के काम को स्थगित कर दिया है। इस कंपनी के 10.8 लाख आवासीय और व्यवसायिक उपभोक्ता है और 3 लाख स्मार्ट मीटर वह लगा चुकी है। जिन घरों या दुकानों में ये मीटर लगाए गए हैं, सबकी शिकायत है कि पहले की अपेक्षा दुगुने और तिगुने बिजली बिल आ रहे हैं। उपभोक्ताओं का विरोध इतना जबरदस्त है कि बेस्ट को स्मार्ट बिजली मीटर लगाने की यह परियोजना स्थगित करनी पड़ी है। यह ‘स्थगन’ इसलिए जरूरी था कि कुछ दिनों के बाद ही महाराष्ट्र में विधानसभा के चुनाव होने वाले हैं।
रांची में सरकार द्वारा जोर-जबरदस्ती से स्मार्ट मीटर लगाए जाने की खबरों के बीच एक खबर यह भी है कि बिहार के भागलपुर जिले के जगदीशपुर ब्लॉक में नेहा कुमारी नामक एक बीपीएल उपभोक्ता को 64 लाख रुपये का बिजली बिल भेजा गया है और उसकी शिकायत की कहीं कोई सुनवाई नहीं हो रही है। बिहार में स्मार्ट मीटरों के जरिए उपभोक्ताओं को लूटने और फ्रॉड बिलिंग की शिकायतें बहुत बढ़ गई है।
ये स्मार्ट मीटर अडानी और टाटा की कॉर्पोरेट कंपनियों द्वारा बनाए जा रहे हैं। उत्तरप्रदेश में विद्युत वितरण निगम ने अडानी समूह के स्मार्ट प्रीपेड मीटर लगाने का 25000 करोड़ रुपयों का टेंडर निरस्त कर दिया है, क्योंकि अडानी प्रति मीटर 10000 रूपये ले रहा था। निगम का मानना है कि इन मीटरों की कीमत वास्तविक लागत से बहुत ज्यादा है।
पूरे देश में इन स्मार्ट मीटरों को लगाए जाने के खिलाफ प्रदर्शनों की बाढ़ आ गई है और जगह-जगह उपभोक्ता इन मीटरों को उखाड़ कर फेंक रहे हैं और पुराने मीटरों को ही लगाने की मांग कर रहे हैं। विभिन्न राज्यों की विद्युत वितरण कंपनियां (डिस्कॉम) भी स्मार्ट बिजली मीटर परियोजना के पक्ष में नहीं है। लेकिन केंद्र की भाजपा सरकार इस परियोजना के पक्ष में अड़ी हुई है। उसका कहना है कि बिजली क्षेत्र के ‘आधुनिकीकरण’ (इसे ‘निजीकरण’ पढ़ें) के लिए यह जरूरी है। लेकिन सरकार के पास इस बात का कोई जवाब नहीं है कि यह कैसा ‘आधुनिकीकरण’ है, जो उपभोक्ताओं पर कहर ढा रहा है!
भाजपा सरकार का कहना है कि उपभोक्ताओं को नए स्मार्ट मीटरों का विरोध नहीं करना चाहिए, क्योंकि पुराने और नए में कोई अंतर नहीं है। लेकिन भाजपा सरकार चुप है कि यदि दोनों मीटरों में कोई अंतर नहीं है, तो देश के 28 करोड़ मीटरों को बदलने के लिए 2.80 लाख करोड़ रुपयों को खर्च करने की कवायद क्यों की जा रही है। अंततः इस खर्च से फायदा किसे होना है?
इसी सवाल के जवाब में पूरी ‘राम कहानी’ छिपी है। चूंकि ये स्मार्ट मीटर अडानी और टाटा द्वारा बनाए जा रहे हैं, पुराने मीटरों को बदलने का सीधा फायदा अडानी और टाटा को ही होगा। जिस धनराशि का उपयोग आम जनता के लिए समाज कल्याण कार्यों के लिए होना चाहिए था, उसकी जगह 2.80 लाख करोड़ रुपए इन दो कॉर्पोरेटों की तिजोरियों में डाला जा रहा है।
लेकिन मामला केवल यही तक नहीं है। असली मामला है बिजली क्षेत्र के निजीकरण का और कॉरपोरेट कंपनियों के लिए बाजार बनाने का। इन मीटरों को प्री-पेड योजना से जोड़ा जा रहा है, जिसका अर्थ है कि इन मीटरों को (मोबाइल की तरह) पहले रिचार्ज करना होगा — याने पैसा खतम, बिजली गुल! यदि एजेंसी की किसी तकनीकी खराबी के कारण भी स्मार्ट मीटर नो-बैलेंस दिखाएगा, तो आपकी बिजली कट जायेगी और फिर से जोड़ने के लिए जुर्माना अदा करना पड़ेगा।
लेकिन खतरा केवल यहीं तक नहीं है। यदि बिजली क्षेत्र का निजीकरण होता है, तो बिजली वितरण और इसकी दरों को निर्धारित करने का काम भी अडानी और टाटा की कॉरपोरेट कंपनियां ही करेगी और ये कंपनियां ज्यादा से ज्यादा मुनाफा कमाने के लिए बढ़े-चढ़े दामों पर बिजली बेचने के लिए स्वतंत्र होगी। विद्युत नियामक आयोग निष्प्रभावी हो जाएगा और इनके दामों पर लगाम लगाने के लिए सरकार के पास कोई ताकत नहीं होगी। क्रॉस सब्सिडी, जिसके कारण आज गरीबों, घरेलू उपभोक्ताओं और किसानों को सस्ती बिजली मिलती है, बंद हो जाएगी। आर्थिक रूप से कमजोर ये तबके इन दामों को वहन करने की स्थिति में ही नहीं होंगे। इसके साथ ही, भाजपा सरकार बिजली की कीमतों को टाइम ऑफ डे (टीओडी) से भी जोड़ने जा रही है, जिसका अर्थ है कि रात के समय बिजली महंगी मिलेगी, जबकि सभी लोग बिजली का अधिकतम उपयोग रात को ही करते हैं।
भाजपा सरकार द्वारा प्रस्तावित जन विरोधी बिजली संशोधन विधेयक में ये सभी प्रावधान हैं और पूरे देश में स्मार्ट मीटर लगाने की परियोजना इसी का हिस्सा है। इन मीटरों का जीवनकाल केवल 7 साल है। जैसे कुछ सालों बाद मोबाइल काम करना बंद कर देते हैं, वैसे ही इन मीटरों को 7 साल बाद बदलना जरूरी हो जाएगा। आज सरकार अपने खजाने से पैसा दे रही है, कल उपभोक्ताओं को अपनी जेब से देना होगा। आज इन मीटरों की कीमत 10000 रूपये हैं, 7 साल बाद इनकी कीमत दुगुने से भी ज्यादा होगी।
आज पूरी दुनिया में बिजली वितरण का 70% से ज्यादा हिस्सा सार्वजनिक स्वामित्व में है, जिसके चलते क्रॉस सब्सिडी देना संभव होता है और कमजोर तबकों को वहनीय कीमतों पर बिजली मिलती है। लेकिन हमारे देश में भाजपा सरकार क्रॉस सब्सिडी को खत्म करने और पूरे बिजली वितरण के काम का निजीकरण करने की दिशा में बढ़ रही है। महंगी बिजली देश के खाद्यान्न उत्पादन और खाद्यान्न सुरक्षा को भी प्रतिकूल रूप से प्रभावित करेगी। वैश्विक भूख सूचकांक में आज देश 105वें स्थान पर है। महंगी बिजली इस दर्जे को और नीचे ले जाएगी। साफ है कि यह नीति कॉर्पोरेटों को मालामाल करेगी और गरीबों को और ज्यादा कंगाल। यह नीति देश को अंधेरे में ढकेलने की साजिश है।
आज आम जनता के लिए बिजली एक बुनियादी जरूरत है, जिसके बिना मानव सभ्यता के विकास की कल्पना भी नहीं की जा सकती। यदि कोई सरकार आम जनता को इस बुनियादी जरूरत से ही वंचित करने की कोशिश करती है, तो ऐसी सरकार को असभ्य और बर्बर ही कहा जाएगा। सभ्यता को आगे बढ़ाने के लिए जरूरी है कि ऐसी असभ्य सरकार की विदाई सुनिश्चित की जाए। इतिहास बताता है कि आम जनता की लामबंदी और राजनैतिक इच्छा शक्ति से ऐसा होना मुमकिन है।

*Smart Electricity Meter Project : Why is there so much commotion!*
In South Mumbai, BEST (electricity distribution company) has postponed the work of installing smart electricity meters. This company has 10.8 lakh residential and commercial consumers and it has already installed 3 lakh smart meters. All the houses and shops where these meters have been installed complain that they are getting double or triple electricity bills than before. The opposition of consumers is so strong that BEST has had to postpone this project of installing smart electricity meters. This ‘postponement’ was necessary because assembly elections are going to be held in Maharashtra after a few days.
Amidst the news of the government forcefully installing smart meters in Ranchi, there is also a news that a BPL consumer named Neha Kumari in Jagdishpur block of Bhagalpur district of Bihar has been sent an electricity bill of Rs 64 lakh and her complaint is not being heard anywhere. In Bihar, complaints of looting consumers and fraudulent billing through smart meters have increased a lot.
These smart meters are being manufactured by Adani and Tata’s corporate companies. In Uttar Pradesh, the Vidyut Vitran Nigam has cancelled the tender of Adani Group worth Rs 25000 crore for installing smart prepaid meters because Adani was charging Rs 10000 per meter. The corporation believes that the price of these meters is much higher than the actual cost.
There has been a flood of protests against the installation of these smart meters across the country and consumers are uprooting these meters and demanding the installation of old meters. The electricity distribution companies (DISCOMs) of various states are also not in favour of the smart electricity meter project. But the BJP government at the Centre is adamant in favour of this project. It says that this is necessary for the ‘modernisation’ (read ‘privatisation’) of the power sector. But the government has no answer to what kind of ‘modernisation’ is this, which is wreaking havoc on consumers!
The BJP government says that consumers should not oppose the new smart meters because there is no difference between the old and the new ones. But the BJP government is silent on the fact that if there is no difference between the two meters, then why is an effort being made to spend Rs 2.80 lakh crore to replace 28 crore meters in the country. Ultimately, who will benefit from this expenditure?
The whole ‘Ram Kahani’ is hidden in the answer to this question. Since these smart meters are being made by Adani and Tata, the direct benefit of replacing the old meters will go to Adani and Tata. The money which should have been used for social welfare works for the general public, instead of Rs 2.80 lakh crore is being put into the coffers of these two corporates.
But the matter does not end here. The real issue is the privatization of the power sector and creating a market for corporate companies. These meters are being linked to a pre-paid scheme, which means that these meters (like mobiles) will have to be recharged first — that is, when the money is finished, the power is cut off! If the smart meter shows no balance due to any technical fault of the agency, then your electricity will be cut off and you will have to pay a fine to get it reconnected.
But the danger does not end here. If the power sector is privatized, the work of electricity distribution and determining its rates will also be done by Adani and Tata’s corporate companies and these companies will be free to sell electricity at high prices to earn maximum profit. The Electricity Regulatory Commission will become ineffective and the government will have no power to control their prices. Cross subsidy, due to which the poor, domestic consumers and farmers get cheap electricity today, will stop. These economically weak sections will not be in a position to bear these prices. Along with this, the BJP government is also going to link the electricity prices to Time of Day (TOD), which means that electricity will be expensive at night, whereas everyone uses electricity maximum at night.
All these provisions are in the anti-people electricity amendment bill proposed by the BJP government and the project of installing smart meters across the country is a part of this. The life span of these meters is only 7 years. Just like mobiles stop working after a few years, similarly it will be necessary to replace these meters after 7 years. Today the government is paying money from its treasury, tomorrow the consumers will have to pay from their pockets. Today the price of these meters is Rs 10,000, after 7 years their price will be more than double.
Today more than 70% of the electricity distribution across the world is in public ownership, which makes it possible to give cross subsidy and weaker sections get electricity at affordable prices. But in our country, the BJP government is moving towards eliminating cross subsidy and privatizing the entire electricity distribution work. Expensive electricity will also adversely affect the food grain production and food security of the country. Today the country is at 105th position in the Global Hunger Index. Expensive electricity will further lower this rank. It is clear that this policy will make the corporates rich and the poor even more poor. This policy is a conspiracy to push the country into darkness.
Today electricity is a basic need for the common people, without which the development of human civilization can not be imagined. If any government tries to deprive the common people of this basic need, then such a government will be called uncivilized and barbaric. To advance civilization, it is necessary to ensure the departure of such an uncivilized government. History shows that this is possible with the mobilization of the common people and political will power.
