रायपुर। कृषि व संबद्ध गतिविधियों, मनरेगा, उर्वरक और खाद्य सब्सिडी के लिए आबंटन घटाने, पिछले दरवाजे से किसान विरोधी कानूनों को लागू करने और सी-2 लागत का डेढ़ गुना समर्थन मूल्य सुनिश्चित न करने के खिलाफ छत्तीसगढ़ किसान सभा ने आज पूरे प्रदेश में बजट की प्रतियां जलाई। ग्राम स्तर पर इस देशव्यापी प्रदर्शन का आह्वान संयुक्त किसान मोर्चा ने किया था, जिसका आरोप है कि मोदी सरकार द्वारा पेश यह अंतरिम बजट पूरी तरह से किसान विरोधी और कार्पोरेटपरस्त है।
छत्तीसगढ़ किसान सभा के राज्य संयोजक संजय पराते, सह संयोजक ऋषि गुप्ता और वकील भारती ने बताया कि संयुक्त किसान मोर्चा के आह्वान पर आज किसान सभा ने कोरबा, सरगुजा, बलरामपुर, सूरजपुर सहित कई जिलों में गांव-गांव में किसान विरोधी बजट की प्रतियां जलाई और विरोध प्रदर्शन किया। इस बजट के खिलाफ किसान सभा और संयुक्त किसान मोर्चा ने 16 फरवरी को ‘छत्तीसगढ़ ग्रामीण बंद’ का आह्वान किया गया है।
किसान सभा नेताओं ने कहा कि यह अंतरिम बजट ‘विकसित भारत’ की राष्ट्रवादी लफ्फाजी की आड़ में वास्तव में अडानी और अंबानी जैसे कॉर्पोरेटों की सेवा करने वाला बजट है। वर्ष 2022-23 में हुए वास्तविक व्यय की तुलना में 2024-25 के बजट में कृषि और संबद्ध गतिविधियों के लिए आबंटन में 81 हजार करोड़ रुपयों (22.3%) की, उर्वरक सब्सिडी में 87339 करोड़ रुपयों की और खाद्य सब्सिडी में 67552 करोड़ रुपयों की भारी कटौती की गई है, जो आम जनता की बदहाली को और बढ़ाएगी, जबकि कॉर्पोरेट टैक्स में छूट जारी है और अति-धनिकों पर कोई भी कर लगाने से इंकार किया गया है। इसी प्रकार, फसल कटाई के बाद के कार्यों में निजी निवेशों को बढ़ावा देने का प्रस्ताव वास्तव में पिछले दरवाजे से किसान विरोधी कृषि कानूनों को ही लागू करना है। इस बजट में भी सी-2 आधारित समर्थन मूल्य का प्रस्ताव न करना किसानों के साथ धोखाधड़ी ही है, जिसका लिखित समझौता मोदी सरकार ने संयुक्त किसान मोर्चा के साथ किया था। इस प्रकार यह बजट अपने सार और रूप में पूरी तरह से किसान विरोधी और कॉर्पोरेटपरस्त है और “फास्ट ड्रेन इंडिया” परियोजना का हिस्सा है।
किसान सभा ने आम जनता से अपील की है कि किसान और खेती-किसानी बचाने और भारत की संप्रभुता की रक्षा के लिए 16 फरवरी को आहूत देशव्यापी ग्रामीण बंद और औद्योगिक हड़ताल को सफल बनाएं। छत्तीसगढ़ में हसदेव जंगल के विनाश को रोकने, पेसा, वनाधिकार कानून और मनरेगा को प्रभावी तरीके से क्रियान्वित करने, बस्तर में आदिवासियों पर हो रहे राज्य प्रायोजित अत्याचारों को रोकने और एसईसीएल सहित सभी सार्वजनिक उद्योगों में अधिग्रहण प्रभावित परिवारों को स्थायी रोजगार देने और उनका उचित पुनर्वास करने जैसी मांगों को भी छत्तीसगढ़ बंद से जोड़ा गया है।

Raipur. Chhattisgarh Kisan Sabha today protested against the budget in the entire state against reduction in allocation for agriculture and allied activities, MNREGA, fertilizer and food subsidy, implementation of anti-farmer laws through the back door and not ensuring support price of one and a half times the C-2 cost and burned budget copies. This nationwide demonstration at the village level was called by the Sanyukt Kisan Morcha, which alleges that this interim budget presented by the Modi government is completely anti-farmer and pro-corporate.
Chhattisgarh Kisan Sabha’s state convenor Sanjay Parate, co-convenor Rishi Gupta and Vakil Bharti said that today on the call of Sanyukt Kisan Morcha, Kisan Sabha burnt copies of the anti-farmer budget in every village in many districts including Korba, Surguja, Balrampur and Surajpur. Kisan Sabha and Sanyukt Kisan Morcha have called for ‘Chhattisgarh Rural Bandh’ on 16th February against this budget.
Kisan Sabha leaders said that this interim budget, under the guise of nationalist rhetoric of ‘developed India’, is actually a budget serving corporates like Adani and Ambani. Compared to the actual expenditure in the year 2022-23, the cut in allocation for agriculture and allied activities in the budget for 2024-25 is Rs. 81 thousand crore (22.3%), fertilizer subsidy is Rs. 87339 crore and food subsidy is Rs. 67552 crore. These have been massive cutbacks that will only worsen the plight of the masses, while corporate tax breaks continue and any tax on the super-rich has been ruled out. Similarly, the proposal to promote private investments in post-harvest operations is actually a backdoor implementation of anti-farmer agricultural laws. Not proposing C-2 based support price in this budget also is a fraud with the farmers, for which the Modi government had made a written agreement with the Sanyukt Kisan Morcha. Thus this budget is completely anti-farmer and pro-corporate in its content and form and is part of the “Fast Drain India” project.
Kisan Sabha has appealed to the general people to make the nationwide rural bandh and industrial strike called on 16 February successful to save farmers and agriculture and to protect the sovereignty of India. The issues of Chhattisgarh like Stopping the destruction of Hasdeo forest in effective implementation of PESA, Forest Rights Act and MNREGA, stopping state sponsored atrocities on tribals in Bastar and providing permanent employment to the land acquisition affected families and their proper compensation and rehabilitation in all industries including SECL etc. have also been linked to the Chhattisgarh bandh.
